In todays nodelist (049) he is listed as:

Which is flagged by NlCheck as having no contact information.

A node that is operational but not available for direct contact should be listed as Pvt in order to comply with FTS-5000. Pvt nodes however are only allowed as member of a net, not Region or Zone independent.

Sorry, but I say Tim Schattkowsky does not qualify.
