That seems to be correct, someone (but I forgot who) briefed me on discussions that were had in an ad-hoc workgroup and IP-flags were introduced on Nov 11 1998.
 
Somewhere on the internet you can read a text by David Moufarrege, and I really can't believe he actually wrote it himself:
 
  "My thanks go to Bob Satti and Ward Dossche - for having the vision to
   permit and promote the use of IP - Mailers, Flags and Nodelist entries in
   their respective zones."
 
Bob was actually against it and wanted Fido to remain PSTN-only. He was pretty pissed when I facilitated those flags in the nodelist and had no option but jump on the bandwagon.
