Oh come on Tom, even previously, people were memorizing the answers and passing 
the tests.  It seems to me that a lot of those 'clowns' in S Cal. are extras 
from what others have said about the matter.  Now I would think that those 
extras did not have to worry about filters and dumbed down tests???
