Subj : Color terminal question toggle not in sbbsdefs.js

Hi DM,

It looks like there is no definition in sbbsdefs.js for the color terminal
question toggle.  I did some investigation, and it looks like the value should
be 1<<20 - Logically it would probably go below UQ_NOUPRLWR in sbbsdefs.js.
