P4 mentions that a majority is more than 50% of those voting. If there are 2 RCs 'live' and one votes and the otherone not, then there is no majority.

* Adding orphaned nets to R34 would linguistically make more sense
* Although Z3 is a live entity, reaching its ZC can be a challenge as well,
  but at least he replies after a while and acts upon things.
