The job needs to be vacant, then you need an election by the RCs.
 
Basically the current ZC has to un-elect himself. Talk to Manuel, I think he is pretty decent and open to the idea ... with only 3 RCs in the region it could be managed quick ... well, that is if John Dovey in Panama is still breathing.
