Neighbors With Babies

A few days ago, I read a message on the building's whatsapp group
from a neighbor asking who works with a hammer at such an hour, when
his baby is sleeping. It was lawful to bang with a hammer at that hour.
I don't believe that people use hammers because they are inconsiderate.
Of course, the one with the hammer had a good reason to use it.
I remember that a few years ago one of my neighbor left the building
for a "better" place because another neighbor has a barking dog.
I wonder where exactly people thing they will find a perfect environment
to raise their kids, without the noise.
